Francisco Monaldi

Francisco J. Monaldi is an economist and a widely recognized expert on energy policy. He is the director of the Latin America Energy Program at Rice University’s Baker Institute for Public Policy and a lecturer in energy economics at Rice University.

He is also the founding director and a professor at the Center for Energy and the Environment at IESA in Venezuela, and a visiting professor at the School of Government at the Tecnológico de Monterrey in México.

He has consulted with numerous international institutions, governments, and companies, including: The World Bank, International Monetary Fund, Inter-American Development Bank, CAF Development Bank of Latin America, Saudi Aramco, PDVSA, Pemex, Shell, Chevron, Total, Equinor, the governments of Saudi Arabia, Mexico, Venezuela, Kazakhstan, and Albania, Natural Resource Governance Institute, Stanford Program on Energy and Sustainable Development, Harvard Center for International Development, IHS Markit, Wood Mackenzie, Eurasia Group and Medley Global Advisors.

In addition to his work at Rice University, he has held positions at other prestigious academic institutions such as Columbia University, Harvard University, Tufts University, Stanford University, Universidad de los Andes in Bogotá, and Universidad Católica Andrés Bello in Caracas. He is the author of numerous academic publications focused on the politics and economics of the oil industry and oil wealth management in Latin America and developing countries.

Dr. Monaldi holds a Ph.D. in political science (political economy) from Stanford University, an M.A. in international and development economics from Yale University, and a B.A. in economics from Universidad Católica Andrés Bello.
