Lawyer graduated from Universidad Católica Andrés Bello, specialized in Administrative Law, Constitutional Law, International Arbitration (Commercial and Investment), Investment Protection, Free Market and Economic Regulation (Banking/Insurance/Capital Markets /Mining/Energy/Pharma/Food Industry).
He has authored multiple studies, articles, and monographs in Public Law and has taught at the undergraduate and graduate level at the Universidad Católica Andrés Bello and Universidad Central de Venezuela. He has also been guest lecturer at the Instituto de Estudios Superiores de Administración (IESA).
For most of his career he has been partner at various law firms in Venezuela, including Grau, Hernández & Mónaco, where he was founding partner and director until 2020. Between 1990 and 1993 he was Assistant Lawyer in the Administrative-Political Venezuelan Supreme Court Chamber.
He has been asked to be expert witness in matters of Public Law in various international arbitration processes at the Centro Internacional para el Arreglo de Diferencias Derivadas de Inversiones (CIADI), and has led professional support teams in multiple international arbitration processes, both commercial and investment related.
He graduated “cum laude” and ranked #1 in his class from the Universidad Católica Andrés Bello in 1989. He also graduated with a masters degree in Financial Products and Systems from the Universidad Politécnica de Madrid and with a doctorate in Law from the Universidad Complutense de Madrid, with a “cum laude” honorable mention by unanimity of the Tribunal.
