
César Augusto Carballo
Senior Advisor
Doctor of Law, labor law specialist, and expert in collective labor conflict management. He works as Head of the Department of Social Law at the Andrés Bello Catholic University (UCAB) and legal advisor in his areas of expertise. In 2017, he was elected a Member of the Academy of Political and Social Sciences of Venezuela.
He was part of the team that negotiated and agreed the collective bargaining agreements that governed the Venezuelan oil industry during the period 1990-1994; he held the positions of Vice Minister of Labor (1997-1999) and Legal Consultant for that Office (1994-1996); since 2000, he has provided legal and strategic advice to Empresas Polar – the largest private sector company in Venezuela -; he was appointed arbitrator for conflict resolution in the construction industry and in the Orinoco Steel Mill (SIDOR); and he has served the International Labour Organization (ILO) as an external collaborator.
He has been teaching at UCAB since 1991 and is a visiting professor at the Institute of Higher Administration Studies (Caracas), Pontificia Universidad Católica del Perú (Lima), Pontificia Universidad Católica de Chile (Santiago), Universidad Libre (Bogotá), Universidad de Panamá (Ciudad de Panamá), and Universidad del Litoral (Santa Fe, Argentina).
Among his most recent works are: Ibero-American Labor Law (tirant lo blanch, Bogotá, 2020), Business Outsourcing in Latin America (Palestra, Lima, 2019), ILO Recommendation 198 on Employment Relationship (Universidad Libre, Bogotá, 2019), and Fundamental Rights of the Worker and Freedom of Enterprise (Fundación de Cultura Universitaria, Montevideo, 2018)
